A recent survey by the Synopsis Research Marketing Institute reveals that many Quebecers are increasingly concerned about electricity rates and potential energy shortages.

According to data shared by the Canadian Federation of Independent Business (CFIB), 67% of respondents expressed worries about energy insecurity in the province.

Among the 1,000 Quebecers surveyed, opinions on the state of the province’s energy supply were mixed: 39% believe Quebec has an energy surplus, 17% think there’s a deficit, while 22% are unsure.

The findings also indicate that many feel Hydro-Québec has not effectively communicated the transition from an energy surplus to a deficit.

There are growing concerns about the financial impact of Hydro-Québec's significant investments aimed at addressing the energy shortfall and decarbonizing the economy.

While the Quebec government has committed to capping rate increases at 3% for residents, 75% of survey respondents fear that Hydro-Québec’s investments will ultimately drive up electricity prices.

François Vincent, CFIB Vice-President for Quebec, emphasized that energy shortages could lead to increased costs, particularly affecting small and medium-sized enterprises (SMEs). “This is a major concern for SMEs across Quebec. An energy deficit means higher prices. Quebec SMEs should not have to bear these costs,” he stated.

The CFIB hopes that the survey’s findings will prompt the government to take action. Quebec’s SMEs are currently under pressure from rising costs, reduced consumer demand, and ongoing labor shortages.

Vincent highlighted that while the energy transition is important, SMEs are concerned about bearing the financial burden of Hydro-Québec’s extensive investments.

He pointed to Bill 69, which aims to reform the energy sector, as a step in the right direction but argued that more needs to be done. “The bill includes some foundational reforms, but additional measures are necessary—such as regulating cross-subsidization, promoting energy conservation, and diversifying energy sources. SMEs should not have to shoulder the costs of Hydro-Québec’s deficits and investments. Burdening small businesses with these expenses benefits no one,” Vincent concluded.

The survey, conducted online between October 24 and 28, gathered insights from 1,000 Quebec adults.
