Vancouver city council is set to address a controversial proposal that has drawn criticism from fire chiefs across British Columbia.
The council is considering updating its building bylaws to allow residential buildings up to six storeys to have only one stairwell, a move aimed at creating more living space.
This change would align with recent provincial legislation. Historically, buildings of more than two or three storeys in B.C. and most of North America have required at least two staircases for safety.
Housing Minister Ravi Kahlon explained that the new provincial building code, announced on August 29, aims to offer more design flexibility for residents seeking larger units.
While traditionally two stairwells were required to provide an alternate escape route in case of fire, new buildings under the updated code would include enhanced safety features such as sprinklers, smoke-management systems, and wider stairwells.
A government-commissioned report found that only 8-10% of fires in apartment buildings originated in exit stairs or common corridors, and these were typically small.
Vancouver-based architect Bryn Davidson, co-owner of LaneFab Design, has been advocating for these changes, citing the benefits for housing and climate action.
Davidson argues that single-stairwell buildings allow for more efficient layouts with better ventilation and natural light, particularly for larger multi-bedroom units.
However, the Fire Chiefs Association of BC and the BC Professional Fire Fighters Association (BCPFFA) have voiced concerns. Todd Schierling, president of the BCPFFA, warned that reducing buildings to a single stairwell compromises safety, limiting escape routes during emergencies.
