Vincent Boulay faces expulsion for leaking private information at the PQ
PQ Communications Director Laura Chouinard Thuly told Canadian Press that the party “allows its members complete freedom of expression within its governing bodies.”
A member of the Parti Québécois (PQ) Political Committee faces possible expulsion.
In a confidential letter dated Nov. 1, which was obtained by Canadian Press, the PQ’s national secretary accuses Vincent Boulay of leaking confidential party information to a radio commentator.
The PQ's national executive council also alleges that Boulay violated the party’s communications policy and contravened several articles of its Code of Ethics, particularly through his “communications on social networks.”
Boulay has until 9 p.m. Monday to share his perspective with the PQ’s National Executive Committee, either in writing or by attending a “30-minute virtual meeting on Nov. 3” at 10 a.m. or 2 p.m.

She clarified, however, that once a decision has been made within these bodies, members are bound by a “duty of reserve,” meaning they cannot publicly disagree each time they disapprove of a decision reached through the democratic process.
“The by-law provides for a procedure in the event of an alleged breach of the rules of ethics, and, as always, the party follows its internal rules and procedures,” she added.
Chouinard Thuly noted that the process regarding Boulay’s future is confidential.
